Sinoun advises both local and international clients in relation to labor-related matters and labor disputes.

As a Of Counsel in the Labor & Employment practice group, she has many years of experience in all labor and employment matters, including general legal opinions, compliance, employment litigation and arbitration, M&A transactions, and labor law due diligence.

Sinoun frequently advises on human resources (HR) policies, employment contracts, employee transfer, and negotiations with trade unions/employee representatives.

She also works with the Ministry of Labor and Vocational Training in developing a guideline for labor inspection, to help standardize their team and to establish defined criteria for working conditions in Cambodia.

Prior to joining Anant Law Firm, Sinoun worked for 2 leading law firms in Cambodia as a Legal manager and Legal Advisor in the Employment and Dispute Resolution practice groups. She also worked with the Arbitration Council Foundation in the Legal Service Department as a Legal Officer. Having worked closely with arbitrators, she has developed extensive skills in drafting arbitral awards and legal memoranda.

Sinoun is a qualified Cambodian lawyer, she holds a Master of Laws specializing in Private Law from the Royal University of Law and Economics (RULE), Phnom Penh. She also holds a Master of Laws degree specializing in International Law and Comparative Law from the University of Nice Sophia Antipolis, France, and RULE. Moreover, she was awarded a Bachelor of laws from Lumière University Lyon 2, France, and RULE. Sinoun is fluent in Khmer, English and French.
