Legal Procedures for Foreign Employment in Cambodia

Following a Notification No. 022/24 on Procedures for Legitimate Utilization of Foreign Workforce in the Kingdom of Cambodia dated 12 August 2024, the Ministry of Labor and Vocational Training (β€œMLVT”) would like to remind owners/directors of enterprises-establishments that having foreign workforce and foreigners in the Kingdom of Cambodia under provisions of Cambodian Labor Law (β€œLabor Law”) concerning the procedures for legitimate utilization of foreign workforce as below:Β Β 

Β  Β  Β 1. For Enterprises-Establishments:

Stage 1: request quota approval to use foreign workforce from the MLVT not exceeding 10% of Cambodian workforce;
Stage 2: register employment contract;
Stage 3: request foreign work permit.

Β  Β  Β  2. For Foreigners:

Stage 1: request owners/directors of enterprises-establishments to indicate quota approval for using foreign workforce issued by the MLVT;
Stage 2: execute employment contract with owners/directors of enterprises-establishments;
Stage 3: request work permit.

After obtaining foreign work permit, foreigners may request work visa at Cambodian Embassies and Consulates placed in abroad, or through e-visa portal at www.evisa.gov.kh or at Cambodian international border ​to enter and work legally.

In addition, the MLVT has launched an automation system for requesting quota approval, registering employment contract, and requesting foreign work permit through www.fwcms.mlvt.gov.kh.
