On 1 November 2024, the Ministry of Labor and Vocational Training (“MLVT”) issued a Notification No. 031.24 on Water Festival Days in 2024 (“Notification”).

The Notification is to inform employers to allow their employees to have 3-days off during Water Festival which is on 14, 15, and 16 November 2024. The employers shall release the first payroll to the employees prior to the Water Festival Days.

Alternative arrangements may be applied if there are mutual agreements between employees and employers, or if internal work rules or collective bargaining agreements specify different terms.

For enterprises with global business objectives requiring daily ongoing operations, where granting leave to all employees may disrupt operations or public interest, rotational paid leave may be implemented. If the rotational paid leave cannot support the operations, employers can negotiate with employees’ representatives to inform all employees to work during public holidays, and alternative paid leave will be placed on the other days instead. Employers are required to maintain a list of workers-employees on rotational paid leave for labor inspection.

In case of not receiving paid leave, please report to the MLVT via hotline: 1297 or 1286, so the MLVT will take action according to the laws.
