The Ministry of Labor and Vocational Training (“MLVT”) would like to inform owners/directors of enterprises-establishments under provisions of Cambodian Labor Law (“Labor Law”) that in order to employ foreign workforce for the year of 2025, the owners/directors of enterprises-establishments shall submit applications for foreign quota from 1 September to 30 November 2024 through the Foreign Workers Centralized Management System (“FWCMS”) at www.fwcms.mlvt.gov.kh.

Enterprises/establishments which commence operations and require to employ foreign workforce after the said timeframe may request to employ foreign workforce immediately after commencement of operations.

Failure to submit the applications for foreign quota within timeframe specified above, owners/directors of enterprises-establishments that employ foreign workforce shall be fined by labor inspectors.

Owners/directors of enterprises-establishments employ foreign workforce without quota approval shall be considered as violation of Chapter 16 of the Labor Law.
